I regret an error. Thanks to Tom Ewing of Virginia Tech for his careful reading and correction. "The metaphor of an ocean storm can be found in Larry Cubanís book, How Teachers Taught, published in 1984 (see, for example, the discussion on p. 250), which he has repeated in more recent writings, such as a 2010 blog posting arguing against the pendulum metaphor in favor of the hurricane metaphor (https://larrycuban.wordpress.com/2010/09/07/are-school-reforms-more-like-a-pendulum-or-a-hurricane/)."
