I have seen districts spend hundreds of thousands of dollars on a product that has been 'tested' for a year by another district and the product is declared 'miracle' and later declared 'disaster'.

Your idea about companies running credible research before selling the 'silver bullet' is great. Districts, especially Superintendents and Boards of Education should be banning together and demanding emperical research before buying.
