Why Don't I Feel Better About Teacher Education After Reading This Article?

No you don't. You describe three ground-rule decisions that were consensually arrived at prior to conducting the evaluation.
You say, the study will ". . .assess whether our graduates are impacting student learning in positive and sustained ways."
That's a major undertaking and would represent a major contribution to the profession and the public. In the absence of any information about the methodology or the time frame, it may just be me, but I'm skeptical.
