Isn't "Civil Religion" an Oxymoron?

I haven't read the book. But from the review, the book appears to be a history that reflect current beliefs rather than events at the time. Do the authors view education to be a civil religion only in the United States. The history of schooling in other countries parallels that of the US. And the structure of schooling is still that of the Romans. Have I got it wrong?
