Where's the "proficiency"?

There's a more fundamental "trap" at work here. What we have are tests that are sensitive to racial/SES differences but not to instructional differences. "Proficiency" is nothing but an arbitrary cut score on such tests.

"What is our children learning? The tests dodge the question. It's not technically difficult to measure what students have and have not learned. Until the gap in achievement test construction and interpretation is eliminated, instruction will continue to rely on spin with entropy masquerading as accountability.
