Who is "we"?

I think there are some compelling arguments to make and questions to raise about the current drive to provide evidence of assessment, and toward the end of the essay some of these begin to appear. But to make the cornerstone of the argument that "we're already doing it because of our passion for teaching" makes me wonder what the author's referent is for "we." Perhaps this is true at his community college, but at large research-oriented universities it would be difficult to make this case.
