Testing - OUT of CONTROL

Here in our small elementary district in NJ they have taken the 2nd grade NJ Pass tests (preparation for the ESPA tests) and have structured an item by item analysis for the upcoming year. We now don't only teach to the test but to the individual items on the test. Where is the advocate for the child?
