State Scholarship Students: At Hunter College of the City of New York

The aims of New York State Scholarships are: (1) to give financial aid to students; (2) to promote scholarship; (3) to build up "a body of trained citizens who are conscious of their obligation to the State and are prepared to repay that obligation." The purpose of the present study is to inquire whether the state is justified in assuming that these aims are realized.
