This chapter is concerned with that part of the program which is designed to meet the common needs of youth. By this is meant the learning experiences which are required of all students on the ground that they provide primarily for the development of the attitudes, understandings, and basic skills needed by all students to make them effective citizens in our democratic culture. By program design is meant the over-all plan or organization of learning experiences, considering both scope and sequence of the experiences contemplated.
