Milk - 1993 In reflecting on bilingual education and ESL in the elementary school, I will first attempt to capture meaningful distinctions in usage with regard to these terms, particularly in reference to implicit assumptions not clearly understood by decision makers and by mainstream educators whose specialties lie outside of this area. I will then discuss current practice in bilingual education at the elementary school level in the United States, particularly as it relates to the education of language minority children in the public schools.
