Our intention is not to replicate these reviews and discussions, which depict controversial results and disparate conclusions. Instead, our purposes are (l) to detail the complexity inherent in bilingual programs and related research and evaluation through discussion of the many research factors that affect these efforts, and (2) to emphasize the need for public policy research that addresses meaningful questions through adequate designs.
