The decision to include a chapter on the relationship between evaluation and polities in this yearbook is a bold one, representing a substantial departure from paradigms conventionally used by scholars in either of these fields. The principal goal of this chapter, therefore, is to muster support for the contention that practitioners and scholars will profit from attending more directly to questions about the political aspects of evaluation.
