Teacher unionism has received little attention from the leading education journals in this country. One reason, perhaps, is that many do not consider it as basically an educational issue. Some may see it as part of the problem and in no way part of the solution to what ails American education today. Still others may believe that it is primarily a local issue, of importance to a few large cities or states and not relevant to the general readership. Much of this may have been true a decade and a half ago. At that time even the leadership of the AFL-CIO, with which teacher unions were affiliated, tended to ignore its existence. Now, however, that picture has changed entirely. Encouraged by representation victories in many cities and states, teacher unionism has become a major force in American education.
