The purpose was to improve schools and address the needs of the 21st century by providing excellence and equity to all students in our nation’s schools. Educators have become increasingly aware of the importance of educational research. Teachers, principals, and superintendents all searched for “what works” to improve the success of students and schools. Our own affiliations as administrators of a regional educational laboratory housed in an institution of higher education made us knowledgeable about the R&D system. In his book, Revitalizing Federal Education Research and Development, Vinovskis has produced an interesting and coherent text delineating the implementation and evaluation of the federal oversight system of the Regional Educational Laboratories and Research and Development Centers. This text is a concise and well-structured overview of these agencies, and the Office of Educational Research and Improvement (OERI), and should be recommended reading for anyone in...
