Property Taxes should not be the 'supplement' that makes all the difference in educational effectiveness. The funding formula 'system' is inappropriate: school district boundaries are determined by property values which themselves are determined by a myriad of demographic and social factors. The key insight into any funding formula revision is whether and how it influences the transition to charter schools and the bolstering of private schools. How much analysis is needed to establish that segregation is determined by property values? Therefore, property taxes should NOT fund schools. All public schools should be EQUALLY funded. Some public schools are in reality private schools with some government funding! |
