That the contemporary global system might need multiple or at least new definition and understanding of cosmopolitanism is not surprising. Especially given the difference between orientations and outlooks of the port cities of England, France, Netherlands, and Italy of a few centuries ago compared to present Beijing and its satellites.

Yet some "old" analyses are very worthwhile, e.g., Simmel's "Metropolis and Mental Life."

Also, I am puzzled by the selection of the concept of "dynamic" to characterize "capacity". A capacity (a condition or property) in action/implementation may produce a dynamic (process), but they are not the same thing.
