Parent involvement in schools

I am planning a trip to visit the Chicago school district. Each school functions under a parent empowered Local School Council since 1990(LSC). The legislature provided the councils with the financial power to make decisions in the schools including budget and personnel issues. In New Jersey, failing school districts are required to have School Management teams inculding parents, teachers, community representation and the principal of the school who has veto power. While the team can recommend decisions it does not control finance and parents are usually less then 50% 0f the team. My contact in Chicago is James Deanes. I haven't been able to find the time as yet.
