I argue that siginificant reduction in poverty and inequality depends on the effective use of ICT, more pertinently IT, in increasing the employability of the poor through skills development which can be achieved by means of community based E-learning centres. There are success stories noted in Africa and Europe. Adult learning does not necessarily depend on mediation. most of the adult learning and to a degree most of learning occurs unmediated without F2F contact. IT can achieve that with considerable ease through e-learning platforms.
