A long perusal through the web site of FairTest, the National Center for Fair and Open Testing might help provide some clarity or a different angle from which to look at these issues.

We do argue against high-stakes testing on the basis of the limits of test to measure and diagnose teaching and learning, and, because of the propensity for such policies to dismantle or discourage good teaching strategies, curriculum and programs- or "high" standards.
