Coherence: Phlogiston-Driven Educational Stone Soup

|What we have here is another educational "reform initiative" that didn't form, let alone reform anything. The ostensible "design coherence" proved operationally incoherent. "Designers" can readily agree to agree on aspirations and invest diligent organizational effort in generating a "coherent" design. Without an empirical "test of concept" and verification with a prototype the results obtained in this case report will be replicated.|
That's a lesson that the "designers" of the "Race to the Top" could learn from the report. But the authors of the report show no indication that they learned anything from the experience. Hmm. Less research is needed?
