Interesting article and findings. But there is a much richer history of research on the effects of school board composition than the references in this article show. George Counts argued 80 years ago for composition effects. Roald Campbell's 1942 dissertation studied the effects on policy. Etc.

F. Hess's 2002 study for the National School Boards' Assoc. concluded that school boards were, on the whole, more representative of their communities than city councils.
