This same sort of event sequence has played out since at least 1989-90 if not 1983, which Jester tags as the "beginning." The question is has the "standards movement" netted any operational "reform" that is being replicated or can be replicated?
Jester's "news" is five or six years old. The one-year early slice is enticing, but it's only an introduction. "Tikishla" seems to be a pseudonym, so there is no way of tracing further events or current status. But Jester should be able to sketch "what happened next" and I hope he will do so.
