Teachers' cognitive growth as a result of professional development

Thank you Chris. I have had trouble finding such a survey. Many early literacy initiatives and grants are so tied to teacher improvement but how do we really define that? Student performnce is not always directly related to teachers developing a deeper understanding of the content areas and/or relevant instructional strategies. As with students shouldn't we be trying to differentiate the professional development that we provide for our teachers? And then there is the question that always rests below the surface when we do provide professional development: Is there any significant cognitive growth?
I would appreciate your sending me anything that you do come across that you think might help with this issue.
