This book, which is a compilation of the papers presented and panel discussions that took place at a conference sponsored by the Center for the Study of the American Experience in May 1980, is one of a growing number of efforts to address the policy issues raised by the presence in the United States of several sizable minority language groups. Specifically, The New Bilingualism seeks to answer the question: Should the United States become, in law and practice, a country in which two or more languages share official status and are used widely in public life, business, education, and government? (p. 2.3). This is an important question, and one that needs to be addressed seriously. That The New Bilingualism fails to answer the question cannot be held against it; indeed, no attempt to reach a consensus was made during the conference, nor would such an attempt have been appropriate.
