In a Different Voice has more to tell us about the origins and causes of our major public crises than do most of the “nuke-lit” and political analyses tumbling by the ton from our presses. Indeed, if I were pressed to choose the most significant recent work on impediments to disarmament, I would have to name this short, profound, and highly provocative review and analysis of a decade of research and reflection on moral development. No other work provides so cogent an explanation of the failure of public policy to cope with social problems, nor so clear a direction for social education in a society riddled with inequity and injustice, shaken by conflict, and weakened by a lack of a coherent value system. For while several recent feminist works have illuminated the relationship between “male domination” in public affairs and the excessive emphasis on military preparedness for national security, the...
