A discussion of the Rochester health program. Cooperation and the pooling of the total resources and talents of a community certainly should have a salutary effect in bringing about responsible citizenship. Believing firmly in the thesis of "growth and development," a program which has as its primary aim the strengthening of childhood—physically and mentally—will bulwark and give meaning to our democracy.
