Professor Peers occupies a unique position in British adult education. As head of the first, university adult education department to be established (at Nottingham, in 1920) following the recommendations of the famous Final Report of the Adult Education Committee of the Ministry of Reconstruction in 1919, he has been for over thirty years the doyen of extramural (i.e., extension division) directors. His work in the Nottingham area was of crucial importance in establishing the future pattern of English university adult education; he was in close contact with practically all the main adult education bodies in the country from 1920 onward; he was the author of numerous policy statements and publications in the field of adult education; and latterly he spent periods abroad studying comparative developments in other countries, including the United States.
