Those who would forecast the future of nuclear power usually have two tasks to perform: They have to describe what exists, and they have to predict what will be. The latter of course is not infrequently combined with the predictor’s preference for what ought to be. This is so particularly the more one turns away from technical aspects of the problem to economical, social, and political issues. This book performs a useful function in describing the development of policies on nuclear power has engendered. The attitude of man towards his inventions has fluctuated; many new things enter the main stream of technological civilization without causing much of a ripple in the public consciousness or on political sensibilities. Clearly, this is not the case with civilian nuclear power. As the author shows, there are domestic and foreign-policy issues.
