American Needs, and Limits on Resources: The Priorities Problem

This paper was presented to define the theme at a Fall, 1966 meeting at Columbia University on "The Motional Priorities Problem: Choices and Consequences." Assessing our society's needs against our capabilities, the author asserts that policy choices must be made in order to control the depletion "owing to concentration on military priority."
