Wise selection and judicious purchase of school sites are not to be had apart from the exercise of fundamental wisdom and profound judgment basic to the educational program of the school system. The educational program in all of its essential aspects conditions the selection and method of purchase of school sites. Unless the educational policy of the school system is clearly conceived, specifically formulated, officially adopted, and thoughtfully projected into the future, the acquisition of school sites must of necessity be haphazard and wasteful.
