The District Role in School Renewal

In this chapter, we explore the present situation in school districts as it affects the ability of the school board and the superintendent to set educational policies and determine the direction of the school district's programs. First, we describe how events during the past three decades have reshaped the political and social realities of school districts, and assess their effects on school district leadership; second, based on the new social and political realities, we discuss how school district leaders must analyze various policy situations in order to determine realistically the ways in which a policy problem can be resolved. Then, we describe how a sample school district confronted these problems by restructuring itself and implementing new procedures that disperse the leadership to many segments of the district, ultimately increasing the district's ability to respond to challenges and to renew itself. Finally, drawing on that sample district, we extract "generic" activities that constitute the essential elements of this process.
