Who was the Marvin C. Alkin of 1969? Who is the Marvin C. Alkin of today? How and why did he change? In considering these questions this chapter becomes an exploration of the nature of evaluation theorizing as well as a statement about my personal views on evaluation. To a large extent I use my views on evaluation and how they have changed over time as a case study of the evaluation theory development/formation process.
