There is a mistaken tendency often to see the improvement of the schools and its personnel as a kind of all-purpose aspirin which will cure such headaches as increasing retardation in reading and arithmetic, the increasing drop-out rate of adolescents, and the alienation of American youth from the larger society. As Dr. Deutsch cautions in The Disadvantaged Child: Studies of the Social Environment and the Learning Process, the original problem of failure . . . stems from the massive inequality that characterizes all aspects of our society. . . . The school cannot be expected to cure all our social ills, and to assign to it all the responsibility for the children's failure is to place an unreasonable burden on one institution. But he feels the schools cannot shrug their shoulders and point to the ills of society to mitigate their responsibility for the "cumulative deficit" of lower-class children as they progress...
