The outstanding feature of education in Chile in the past decade has been its instability. The political changes and the consequent eclipse of Parliamentary control and even of the no less effective control exercised in normal times by public opinion, have furnished the fullest opportunities during this period to reformist zeal. As a consequence, at no other time in its history has national education been the subject of so many projects for reform or passed through so many sudden, contradictory changes.
