THE WAR HAS NOT CREATED OUR economic problemófar otherwiseóbut it has so accentuated and complicated the economic situation as to create a specific post-war problem. And this problem has two distinct phases, an international phase and a domestic phase. It seems further true, too sadly true, that for any effective solution of this post-war economic problem our country will have to accept and discharge certain new duties, duties which demand that American thinking and acting enter new territory of social responsibility.
