WHEN IS A WAR our war? It is generally agreed that no war should concern us that does not directly threaten the peace and security of the United States and its possessions. This formula is indeed accepted by those who today are advocating that we throw our support behind the Allies. They believe the present European war to be of concern to us on two related grounds.
