Forty years ago Gunnar Myrdal and his wife, Alva, published a work which was to challenge prevailing ideas and policies on population and introduce a bold new social policy in Sweden, Kris I befolkningsfragan (Crisis in the Population Problem, Stockholm, Bonniers, 1934). The repercussions may have been less global than those following the first edition of Thomas Malthus’ treatise in 1798, but they had profound impact on the political, scientific, and educational scene in Scandinavia in the 1930s. The long-term effect has been a living conscience about what Myrdal two later in a series of articles called “the dilemma of the social policy.” Ten years later, in 1944, Myrdal caused a shock wave in the world of politics and social science with his An American Dilemma, The Negro Problem and Modern Democracy (New York, Harper & Brothers, 1944), which permeated discussions, studies, and policy decisions in this country and, on the...
