Democracy's Bootstraps

THE current feverish preoccupation with the safety of democracy is certain to be to no purpose. There are several reasons why it is very unlikely that the democracies can be saved from the onslaughts of fascism. The first among these is the very good one that democracy as it is piously pictured in classrooms and in the "free" presses of the world does not exist. A thing, which does not exist, can be made to defend itself only with the greatest difficulty for the excellent reason that no defense is needed. The present unpleasantness in Spain shows this to be the case. In 1935 the rebellion of the calisthenics element in that country against the duly and democratically elected government could have been nullified in all propriety by aid from the adjacent democracies. This aid was not given; it could not even be bought. Instead, a "nonintervention committee" was formed. The democracies, of course, did not care to intervene in Spain for the same reason they did not intervene in Italy twelve years earlier. Were France, England, and the United States ruled by unconstitutional governments their course in the present situation would have been in the direction of the one actually taken.
