IN THIS LITTLE VOLUME the United States Commissioner of Education makes a plea for the re-vitalizing of democracy through the public forum program. This, he believes, is the nearest approach to the old New England town meeting that it is now possible to attain. He believes further that only through some such means by which public sentiment may be expressed and articulated will democracy be able to survive.
