The recent focus upon the unsolved problems of urban and minority education has produced a growing awareness of the impotence of traditional personnel and traditional methodology in teaching and in the provision of guidance services. There is a disjunction between the training and orientation of many practising counselors, and on the kinds of insights and strategies needed to deal effectively with guidance within the urban milieu. Julius Menacker, in Vitalizing Guidance in Urban Schools, takes the position that the preparation of specialists in school guidance as provided by most schools of education is often insufficient, inappropriate, and ineffective. For such approaches, in general, have been shaped and have flourished within the middle class suburban setting where emphasis was placed either on the theory and practice of counseling therapy or on career guidance geared towards choice of high school and orientation towards collegiate and professional programs of study.
