In this Bicentennial year what must go through the mind of a leading black scholar asked to deliver the 1976 Jefferson lecture by the National Endowment for the Humanities? This slim, poignant volume provides an answer. Since 1947, when his From Slavery to Freedom first appeared, Dr. Franklin has been the leading black historian of this nation, his dispassionate, reasoned rhetoric a far cry from the strident voices unleashed in the late 1960s and early 1970s. He is given neither to bombast, daring claims nor tongue-in-cheek titles; in short, he has consistently resisted the temptation to be militantly "blacker than black." But as his brief preface to this volume indicates, he may be having second thoughts during the era of "benign neglect." In defining the focus of his presentation, he states his intention of providing "considerable attention to the denial of such equal treatment" and not spending the time on "the amelioration...
