This is a book with a very powerful message for American education and American society. Its central thesis is put forth simply and boldly in the opening chapter and backed up with impressive, if not yet overwhelming, evidence. The thesis is that "what any person in the world can learn, almost all persons can learn if provided with appropriate prior and current conditions of learning" (p. 7). "The central thesis of this book is that variations in learning and the level of learning of students are determined by the students' learning history and the quality of instruction they receive." Appropriate modifications of these factors "can sharply reduce the variation of students and greatly increase their level of learning and their effectiveness in learning in terms of time and effort expended.
