The Handbook of Teaching and Policy, edited by Lee S. Shulman and Gary Sykes, is a collection of twenty-one chapters by thirty-seven authors. In attempting to characterize the nature of the book, I turned to the title and the preface. Probably the clearest notion in the title is “teaching.” Why is this called a handbook? And why is the word “and” inserted between teaching and policy? In the Preface, the editors state that the book comes close to the definition of handbook as a “a definitive, comprehensive, up-to-date review of knowledge on a (usually) well-bounded subject.” As the editors point out, however, “teaching and policy” is not, in itself, a domain of knowledge, nor is it well bounded. They are attempting to bring together a knowledge domain, research on teaching, and an approach to the analysis of that domain, policy analysis. It is not a book on teaching policy; nor...
