While reading Arthur Blumberg’s short book on the school superintendency, I was reminded of Winston Churchill’s message that democracy is the worst form of government except for all those other forms that have been tried from time to time. Many who are and have been superintendents may agree with an analogy between democracy and the school superintendency—especially after reading the “war” stories collected by the author. The book is based on interviews with twenty-five superintendents and although Blumberg recognizes that this is a limited sample (most were from New York State, only one woman was included, and none were from a large city), he believes that the portrait portrayed is valid. I concur, and applaud the ability of Blumberg to present the reader with a clear understanding of what it is like to be superintendent.
