Given the public emphasis on school reform and the professional skepticism regarding school change, Mary Metz’s effort in Different by Design to link a legal mandate for reform (desegregation of Heartland) to the agenda of three local magnet schools is useful and revealing. She uses the metaphor of staging a dramatic production to suggest that external constraints, both mandates and structures, provide a context within which the school creates meaning. While the district hires the hall (assigns space), signs up the case, announces the plays (the magnet programs), and provides some of the props, the crew must give life to the bare resources. The image is both helpful and deceiving, in that it suggests that the interested parties had all agreed whether the play was to be a comedy or tragedy, when in fact there were competing notions of what the play was about: an effort to design new schools,...
