A combination of free market advocates pushing “privatization” of all government services and a general despair at the miserable failures of urban schools has propelled a movement toward educational choice and private provision of educational services. Residents of Oregon recently rejected a statewide referendum to provide a tax credit of up to $2,500 to families who pay tuition to a private school. The Wisconsin legislature has made it possible for up to one thousand students from low-income families in Milwaukee to receive vouchers redeemable in private schools for up to $2,500. Much of what has been written on the use of public funding for private educational providers has been ideological and tendentious, whether supporting or opposing such a movement. In contrast, Myron Lieberman has attempted to write a book that purports to address both sides of the issue. To a large degree, he succeeds. Although the title of the book suggests...
