In the United States we seem to go from one extreme to another on the issue of whether to encourage early literacy. From about the 1920s to the 1960s, the consensus was to discourage it. Parents were told not to teach their children before they entered school, and displays of the alphabet were not to be found in most kindergarten classrooms. By the 1960s attitudes toward early reading changed, but overall there was still widespread caution. Parents did not like to admit they were teaching their preschoolers to read and write. During the 1980s, the preference for early literacy became stronger and the rhetoric took a new turn. Instead of concern for children? readiness for reading and writing and whether they are better off when taught earlier or later, the rhetoric shifted to the process of literacy development and to observing and stimulating it in very young children.
