Concerned with financing the future of higher education, this book is magnificent in the breadth of its inquiry and in the weight and variety of the evidence that it brings to bear on the pertinent issues. The required expenditures of the nation's higher educational establishment are expected to rise from $4 billion in 1960 to $9 or $10 billion in 1970. Professor Harris makes searching historical and economic analyses of the sources of support—student fees, endowment income, gifts, and federal, state, and local government. While anticipating a large absolute rise from all sources, he anticipates that the larger shares of increased support will come from the two most likely sources, tuition and government, with the probability that the increases in tuition support will be greater than that of government unless the pressures on government and philanthropy succeed in altering this outlook.
