The Courts as Educational Policy Makers by Raphael O. Nystrand & W. Frederick Staub - 1978Our purpose in this chapter is to consider the manner and extent to which the courts shape educational policy. One thesis popular with many educators is that the courts are usurping the policy-making roles of professional educators and board of education members.
