Curriculum-Making by the State Legislatures

An exhaustive search has been made of the constitutional and statutory law in each of the forty-eight states to discover the legislative enactments, in force in each of the three years 1903, 1913, and 1923, which would affect elementary-school instruction. The purpose of the study was to ascertain the extent to which legislators are dictating the course of study and the trend of such recent legislation. No cognizance was taken of court decisions or state board rulings.
